Join some club or organization with like-minded people. That's how I made pretty much all of my close friends in college. It's hard to strike up a friendship just by chatting people up in class, though it can happen.
Mind your own business, go there to study and not to party, don't give a fuck.

If not an art club, a "culture club" is likely to exist. Don't know how you feel about it, but I joined it because there wasn't much else to do. Attended once or twice lel but they were discussing art in many media - paintings, music, poetry, etc. Some of it can be really interesting if you're into that.
Do you like to write? Join a fiction or creative writing club. If you're into programming, maybe try other stem-related activities available as clubs or electives.
