Anyway to answer your question it is obvious and easy to tell who is a chav and who isn't. If someone is suspected of being a chav but the verdict isn't 100% certain they can be interviewed and if they can string together a full sentence we will know they are probably innocent.
The main way the cull would begin would be from police records of course.
Anyone within a chav family (either parents are chavs, any siblings, etc) but who hadn't neccesarily engaged in chav behaviour themselves would need to register on a database to indicate they may hold chav DNA. Then if they were ever charged with a crime or engaged in behaviour considered chavvy they would they would unfortunately have to be put down. These 'people' would also have to choose between sterilisation to prevent their potentially defective genes further infecting the gene pool or living in special camps we would have set up for them outside of the population in which they would be allowed to reproduce with other potential chav DNA carriers as long as they consented to research being carried out to try to define the exact species of their young.

I know what you mean about our poor drinking culture and how things are in other countries. It is amazing what degenerates people in this country feel they cane become when out drinking on the weekend.
That said I think the chav cull would go a long way to solving the bulk of this problem. The whole idea of this movement though would be to benefit the people of England. Chavs are literally subhuman creatures so they can be removed with no feelings of guilt or ill will.
In regards to the general population there would be stricter laws with regards to violent crimes, property damage drinking driving and littering. With chavs gone there would be little excuse for any of these things. This would mean that if someone were to go out drinking, get out of control, and punch an innocent bystander they would absolutely face prison time. I think pretty quickly people would begin to control themselves.
If you are convicted of murder in this new society it would mean life in prison no parole. Violence as I said would guarantee you a prison term. Property damage would require you to pay for the damaged property and where possible put the man hours in to repair it yourself. It would also lead to a short jail term growing longer with each offence (for example 2 weeks to begin with, then growing with each offence). Littering would have similar ramifications , there would be an on the spot fine and the person convicted would have to spend 2 weeks cleaning the streets unpaid. Again further offences would lead to short jail terms getting longer each time.
With chavs still being governed under human law the courts and prisons are filled meaning most people can near on attempt murder and get away with a slap on the wrist. It is like if in Australia they tried to arrest all the dingos and try them for murder. It makes no sense. But that is what we are doing with chavs and it has over worked and broken the back of the legal system.

I grew up Catholic but when I was about 10 a friend of mine who had no religion asked me if I believed in God. Up until this point I had been told as a fact God exists and the bible is a factual accounting of history. When he told me that it wasn't and it is just a matter of belief I pretty instantly stopped believing all of it.
So I've not had a bad experience but I do have an understanding of religion. It's not just blind hatred.
