Look up calorie calculators online to find out how many cals you need, count your daily intake, stop eating so much carbs and go with lots of lean meat and veggies. You don't even need to exercise a whole lot at your weight right now, but it will help your loose skin if you gain a little muscle.
You might look like crap, so start trying your best to save up for surgery. You at least have your height to help make the loose skin not quite as bad as my short ass is going to get.

I think the yo-yoing is caused by the retarded mentality of people who aim to lose weight. They do something drastic that lets them cut down their weight very quickly, like within the span of a few months.
If people are active and permanently eat a healthy diet, there's no way they could be obese. Maybe their body composition will always be different from the hungry skeleton, but it's possible for everybody out their to maintain a healthy weight. It's prescribed by physicians literally every day.
