15 is a fairly normal age for the foreskin to become retractible (the average age is around 10, so 15 is just slightly late).
The foreskin is normally fused to the glans with the balanopreputial lamina. Trying to force it back before the lamina begins to dissolve is dangerous and can cause cicatrization.
It's normal for a kid's foreskin to not go back. Some become retractible early, some become retractible a little late. You can't rush these things.

He probably shouldn't have done that. Most boys at age 5 have their foreskins still fused to the glans. Maybe your lamina had begun to dissolve early, in which case that was lucky for you. If the lamina hadn't begun to dissolve, the experience would probably have been very painful and could have caused scarring in your penis.

It's best for a boy to retract his own foreskin, when he feels ready. That way he can stop if there is any pain due to the presence of the undissolved lamina.
The presence of an adhesive balanopreputial lamina is sometimes confused with preputial stenosis (the kind of phimosis where the opening of the foreskin in an adult is very small). These are actually two completely different conditions, though of course they can occur at the same time.
