I'm not a member of the SMT but am obliged to sit in for my senior manager in their morning meetings when she's not in yet. I cannot ever add anything useful since I'm just an underling taking notes to pass on, but her boss goes to them and told her I go in unprepared because I don't say anything.

I'll assume you're over 18 because you're posting here.
On a CBT certificate (compulsory basic training) you can ride up a 125cc motorcycle or scooter. The certificate lasts for 2 years then you have to do it again.
I HIGHLY recommend you get more practice on a motorbike rather than a scooter.
They're less likely to be stolen, better fuel economy and a lot easier to repair. Not that 125's tend to break down a lot, they're incredibly simple things, unlike the transmission on a 2 stroke scooter.
A good beginner bike is the Yamaha SR125.
Low seat height, so the centre of gravity is very manageable and it's easy to control.
The engine is solid, it can take a knock and a scrape and still chug along.
Motorcycle training schools all over the country use them because they're so rugged, and spare parts cost peanuts.
They're very cheap to run also. 17 quid a year tax. Insurance for a 20 year old is round about 100 quid fully comp. And they get well over 100 miles per gallon. A tenner of fuel will last you near a fortnight. Also you'll never have to pay for parking.

No, a scooter is much easier to ride, but that's all it has over a motorcycle.
In the day course you'll be taught how to use the bike and you'll be fit for the open road.
Any old mug can do it. And you only have to learn it once. Don't be scared of it.
It's a bonus if you've never ridden a scooter before because everything will be new and you won't have to unlearn what you're used to doing.
And yes, the CBT certificate allows 16 year olds to ride up to 50cc and 17+ year olds to ride up to 125cc.
There's talk of something called a refresher course which is for people repeating the CBT. It would be an hour long session to show you know the basics and costs less than a full CBT. That may or may not be happening in the future.
