Same principle as an ice-cream truck, it really only just drives by in summer and late spring & early fall, and instead of cheerfull little tune it had this creepy fucking ominous bell that just went DING-DING DING-DING DING-DING almost reminiscent of a church bell

yeah, it was just an ice cream truck with kids taking 3 minutes a piece trying to look at every single picture on the truck to figure out which one they wanted then handing over their grubby coins.
It was cool though and all the kids went berserk when they heard the van jingle playing.
