Because in principle mass immigation doesn't cause rape. Mass immigration might let people who are more likely to be rapists into a country, but the problem isn't caused by the immigration, it's caused by islam mostly. Getting the governments of the world to ban islam and discriminate against the huge population of muslims is only going to make things worse, the point is to bring about social change that gets rid of religion in the middle east. Even if you manage to successfully stop mass immigration, it's only going to make the suffering worse for the people currently affected, and then since the living standards aren't going to improve, the conditions won't get better.
