As others have said it serves several functions. Firstly it's both a physical and figurative change in your life, you're using it as an outward sign of the change you are committed to in your life, because your life is going badly so change is good. It's also one of these control mechanisms, by changing their hair radically women feel like they have some control over themselves and their lives.
These changes are normally positive moves and lead to women regaining confidence, but there is always the worry that this is just the start of a slippery slope downwards as the same line of thought can also lead to eating disorders like bulemia, or self harm etc.
