I believe that if you have a paid subscription you can set your location. Otherwise it's GPS based. So you'd have to use it when you're in another city, set your search parameters so they don't find matches as far out as your home town, and only ever run Tinder when away from home.
That said, the people that use Tinder are in no place to think poorly of you for using Tinder, so just do it from home. Set search parameters as far out as you can (100 miles) and it's unlikely you'll happen to be matched with the few people right next door
