Here's what i think
It should be legalized, but like alcohol, should not be allowed to be high while driving, or at work, what you do on your free time, so long as it isn't addicting/harm others shouldn't be illegal
Same goes for other non-addictive drugs like LSD and Salvia
Weed could be regulated and sold by the state, no commercials allowed though

I've met a lot of people who only smoke once in a while. Maybe your problem is that you just don't notice them. It's not like everyone who smokes walks around with a pot leaf on their backpack. I smoked heavily everyday in high school and some people I told in junior and senior year were shocked. So it's not hard to imagine that some occasional smokers flew way, way under your radar.
