Retaining a religion and culture doesn't mean not assimilating. The key is that those areas are tiny and it is impossible for anyone from there to go a day without interacting with someone of a different ethnicity. When you have ethnic ghettos such as in Paris and Sweden you basically have counties within countries where assimilation becomes extremely difficult and even discouraged by the community leaders.
