I don't consider it an RPG. You can't really take a role and have no real free roaming to immerse yourself with. It's basically just "be good or evil". Combat is extremely basic as well, which is typical cover shooting.
The ME trilogy has a compelling story and is definitely worth playing, but I think there's waaay too little freedom to accurately call it a role playing game.
