Anything not new York city to be honest. I'm from western NY myself and I consider upstate to be Albany and above. Western new York starts around Syracuse.
Its important to make the distinction because each have very different cultures despite being in the same state.

I'm a Stockton CA native. It sucks, fucking houses that house tons of poor family's on government bux live here. A murder every fucking day, gunshots every night. This place is Compton bad. when growing up, I had to learn how do dodge thugs and shit. This place sucks, Oakland and other bay area cities are shit too. Most of the valley is shit, up by Oregon has meth heads galore. Top it off the nice areas are PC as fuck, but at least the weather's nice and the food is cheap.

im from northeastern PA so i can't claim to speak from firsthand experience, but i assume it's because upstate ny is a desolate hick shithole. you can't even do the typical hick stuff like shoot guns and live on cheap land because the entire state is keked by liberal shithole policies exported from jew york city, like massive restrictions on gun ownership and state/property taxes that, comparatively speaking, are incredibly high.
