Come on guy, you're almost there. Your case isn't that serious if you can do that to warrant getting cut. Regardless, there is alternatives like a Preputial Plasty, but really you should only be doing such things if you can't even do it while flaccid. Steroid cream in your situation is all that's needed.
A lot of these cases of phimosis are simply because parents tried to pull down the skin when they shouldn't have prematurely, causing tears and scaring.
