I know that feel, OP. In high school I got so self conscious about them I starved myself trying to get rid of them, at one point I was 6'2" and about 130-125 pounds. They stayed no matter how much weight I lost, that was when I realized I had gyno and I was fucked. This is literally the worst thing a guy can have. At least dicklets can get as far as having a woman see their dick, at least manlets can score SOME girls. But those with gyno were fucked from birth. Yeah, there is surgery. Problem is, most people don't have the $4,000+ available to do it. Insurances won't cover it either because it is considered cosmetic by most, which to me is like a sick joke.
