If this is true then why did Naruto have such an in-your-face, completely non-apologetic baseline in Japanese lore and mythology? The overworld is obviously Japanese inspired, everything from the main protagonists obsession with Ramen, a traditional Japanese dish, to the fact that those OP eye abilities from the Sharingan like Izanagi and Izanami are references to Japanese gods and lore.
I can understand an anime like Zoids where they are on another planet and they're all just humans from Earth, or One Piece where it's jut "pirates", but Naruto? Nah, it's Japanese head to toe.
If you want a real answer, a lot of it has to do with Osamu Tezuka.
Tezuka is often considered the grandfather of manga, and was heavily influenced by western work, particularly by what Disney was making at the time.

Many of the characters in Naruto are clearly Asian. Most Uchiha's are clearly Asian looking - despite any "stylization" you see going on, the dark hair and eyes against the pale white skin are a sure tell. The ramen shop owner is definitely an old Asian man. It maybe gets fuzzy because there's different nations and clans and it's not quite clear their origin. Naruto's dad just sort of came out of nowhere and it was never implied that he was an Asian guy so I guess it makes sense.
