What I've found to be useful is giving an exact time for the date: "Hey, do you want to _____ sometime? maybe Saturday?" and yeah, she could respond with a typical vague answer or derail the conversation completely.
But just because she gives you some vague answer doesn't always (it rarely does) mean that it's over. Just give her a date or two, and if she says she can't for both, ask when she's available. And, if she "cant think of a date", asking this solves shit: "Alright, be straight with me, do you ever plan on going out with me?"
