The issue is that the male drive for sex is probably the most powerful human drive out there, certainly one of them. Young men are encouraged by this society to do this in fact (I don't believe in sex outside of marriage, but that's irrelevant to what this society encourages). Men who don't 'get laid' are seen as losers. All of these massive forces make sex a major issue for every single male. Everyone knows that young men want sex.
The issue is that they've created a legal culture where men who act on this drive, even when they do so within all the confines and according to all the standards women set, they are still liable to be accused of rape.
Women use men as scapegoats. Women subsidise and legalise and normalise female sexuality and its consequences, while penalising and vilifying the obviously consequence and corresponding male sexuality and consequences.
