Because the only thing that it had was the "shock factor" of shooting up unarmed people that the media and normies latched to. If you actually play it, you'll find a mediocre game that has nothing special besides that, even the executions get boring and sometimes glitchy. That paired up with a short campaign and horrible performance on release made it dissapear.
