Gif is outdated, when webm literally functions the same but has more features all of which you can completely ignore and they dont affect you. Scrolls over a webm it plays like a gif, click it, it plays like a gf, click it again back to thumbnail. That's how gifs operate and webms operate the same, you can ignore the other features as they aren't even presented to you unless you right click or open the webm in a new tab.
