Having a pretty reporter makes people who are zapping through channels more likely to settle for the news, even if it was only because the reporter caught their attention for a second. I don't think most people have a boner, masturbate or do anything overtly sexual on their image, attractive women are just nice to look at. This kind of tactic is probably as old as the need to catch people's attention across a largely apathetic and uninterested crowd, so it's not because of the "downfall of society".
