EDIT: I looked it up, and there is, in fact, vastly different growth rates between races and ages. Average african's hair grows at 4 inches per year, the slowest of rates. All hair growth slows down with age. Add the fact that it's curly and dense will make it seem even slower.

Your hair growth is also greatly determined on how healthy you eat too. I'm a vegetarian and my hair growth is shoulder length after a year and a half.
You also don't have to do the big chop. I just let my hair grow out but either used curling rods to integrate the hair together or braided it. When it was a decent length of new growth I cut the perm off.
