At bars, it's super easy since you're inhibitions are lowered. Some people still clam up though. On the other hand, if it's during the day and you see for example, you literally just walk up and start chatting about nothing but everything at the same time.
It's hard to overcome the latter at first. It takes a lot of practice and some days might feel "off" (not feeling yourself), but once you improve you'll wonder why you didn't start earlier.

It's generally extremely uncomfortable for me, more so than men anyways. They usually take every move you make (or don't make) into consideration and/or blow it out of proportion (like "Ugh she didn't say hi today she must hate me!"). As I spend more time with men, I've found they do similar things/overreact like what I'm doing is code or something because of other women around me dictating that as standard/usually dramatic. I taught myself social skills. Its actually surprising how much progress you can make in a short time if you actively practice.
I had to teach myself how to maintain eye-contact with people, so that might give an idea of my starting point.
The most important thing I realized though was to stop treating social skills as an intellectual exercise. This is important because the question of "how" implies that social interaction is some kind of puzzle that needs to be solved.
The problem with many guys who suffer from poor social skills is that they think too much. You might consider small-talk to be inane and stupid, and it is from an intellectual standpoint, but its entirely necessary from an emotional perspective because it helps to establish comfort and rapport between people.
Another important thing is honesty of intent. The easiest way to repulse people is to have an ulterior motive. Its like a salesman coming up to you and being nice in order to sell you something, you can tell what he's doing. Likewise if you go up to someone, whether they're a girl or not, and all of your actions are crafted towards seeking their approval, they're going to be able to detect that and it's going to be repulsive. Seeking to take value from other people is highly repulsive. You have to learn how to approach interactions either as completely neutral or as someone who has value to give to others.
The easiest way to accomplish neutrality is to focus on the present moment. You're less likely to disappear up into your head to plot for a future outcome. Also research has shown that active listening and presence are the foundation of charisma, people will like you more if you are actually capable of listening to them instead of just using the time that they're talking to think about what you're going to say next. Success in social skills is far more about letting another person talk than it is about saying witty or clever things yourself.

This is one of my big problems, I don't mind small talk at all but a lot of the time if someone comes up and starts talking to me I'll get too personal way too quickly. I remember this guy in one of my classes started talking to me about some shit and within like 10 minutes I was spilling my guts about all of the problems I was having with this girl I'd been seeing.
