Basically, a zero-hour contract is when you have a job, but the employer cannot guarantee that you will work any hours at all.
So you -technically- have a job, but you're not actually working and not getting paid. You can't go on Jobseeker's Allowance either because you have a job. In many cases, it is worse than being a NEET.
The government can then say that less people are claiming benefits and that more people are in work. Makes them look good.
