Because there's less competition at that stage. Everyone and their dog wants to do a bachelor's at Oxford, and thanks to grade inflation school grades don't mean a whole lot. It takes either impressive achievements, impressive posturing, or an impressive amount of luck to distinguish yourself from a throng of students with perfect results and glowing recommendations.
Once you reach postgrad, however, most people drop out off the running. The applications start getting treated as individuals again. People actually read what your professors say about you. And thus, things become easier -- no one cares about your extra curriculars, sporting achievements, or high school science fair. Good grades, good recommendations, research experience, and you have a good chance of being accepted anywhere in the world.

Everyone I know who went into IDS in first year has since switched programs. The professors are shit. Can't say much for ECON other than it's fun to watch normies fail out after thinking they were hot shit for doing AP Macro in high school or whatever.

Got into Columbia w/ shit grades years 9-10 and excellent grades year 11. Had a perfect verbal, 690 math (old system). Wrote a strong essay. Was also a very good club-level athlete in an esoteric sport the school cared about. I had fun at that school, but in hindsight i'd have been better off going to Stanford or Cal for techbux proximity.
