This is a sign the marijuana was soaked in something, most likely it's been soaked in formethlatone to compensate for the low quality. I'd recommend not smoking it as this can cause some side effects

Inspect the weed, smell it, note the color and texture.
Look for a strong-moderately potent smell. Check for crystals and hairs. These are muy bueno, bonus points if it's sticky to the touch.
Should be green, purple, red or orange.
If it's overly leafy, wet, dried out, has an abundance of stems or seeds, has a poor smell/texture, appears to have foreign substances in it, and above all doesn't look like weed, it's probably shit on one level or another.
If the blunt is poorly rolled, you may be better off scrapping it, salvaging the weed, and using your own means to smoke it, (roll your own blunt/joint, use a pipe or bong, or make your own. Glass is ideal, obviously.).
