Oxford is full of spoilt rich kids who are without parental supervision for the first time in their lives. They'll beat you at drinking, but not much else.
As to how they get in, I suppose it comes down to the interview process. That allows the colleges to accept whomever they want without falling afoul of equal opportunity laws by citing interview performance.
