Both are bad but dehydration is by far the worse. I has out innna woods one time in the fall and had severe heat exhaustion during the day. I ended up sleeping all day in my tent drinking water and vomiting until I passed out. I had been sick with a lot of awful shit but dehydration is pure suffering at its worse. Your head is pounding in severe pain, you are too weak and nauseated to move even your head, you start getting chills all over your body and then you pass out. Sometimes you can even risk getting into a coma or even die. Starving might be just as bad but I don't have any experiences from starving to have any say.

Buy pedialite or gatorade and drink like half a bottle once a day. You need electrolytes to keep you from going into a coma and dying early.
