I'd agree Japan, but it'd also be a very difficult place to be a robot, because their robots are expected to function. So much of Japanese interaction is so heavily scripted that even quite messed up people can learn the script (seriously: what does someone say when you enter a Japanese store vs. one in America?). But then you have seriously heavy pressure on you to fit in. But they also have weird escape valves (fucked up porn; anime; etc.).
