You know how there are file retrieval programs for when your mum accidentally deletes a folder on her SD card? That actually just deletes the reference to those files so they can be overwritten, but they're still there until they actually are overwritten. So these programs can just look for those files.
CCleaner and other programs can go through and write all your 1's and 0's to just 0's basically, making files irretrievable.
