All right, OP, here's how you do it.
Go to Settings (on top of the page) > Navigation and enable Page navigation at top of page.
Then go to Miscellaneous > Custom CSS > Edit and add the following:
div.pagelist, div.pagelist * { background: black !important; color: black !important; }
div.pagelist:hover, div.pagelist:hover * { color: white !important; }
Now you have your own dragable black bar.
