Although, this depends on how good her credit is (I'm going to guess not good, but she could get her boyfriend to cosign). She could use her lowest interest credit cards to pay off the highest interest ones, or take out a line of credit from the bank and do the same. I would also try calling the federal student loan centre and ask to have your monthly payment reduced. One time I called saying that a payment would be late and they said not to worry about it until a month later and that they'd put my min payment down to $25 and I could pay it off at whatever pace I wanted. I dunno if they do that in the US but its worth a shot. Depending on the car it may be worth it to sell it and pay off a chunk of the payment/buy something cheap and used. If you can get over 15-20gs for it I wouldnt bother though.
But ya, my first step would be consolidation/lowering of payments. Even if you're behind on your payments, or dealing with collections agencies (I used to have a horrid gambling and drug problem, easy access credit cards almost ruined me), they're still usually down to work out deals as long as you're reasonable. I've had some even drop the amount I owe in half, and put me on a monthly payment plan with no additional interest as long as I paid x amount of dollars up front.
