Because there is a very large overlap between "best qualified" and "straight white male." Women and shitskins are extremely assblasted over this and they pressured employers into giving preference to them. It's the entire reason HR exists - so companies can check off the woman/nigger diversity hires and stick them somewhere they can't do too much harm.
