If there didn't exist those different states of mind, there simply wouldn't exist the words to delineate the two. Happiness would still exist in a world without suffering, but there wouldn't really need terminologies to tell happiness and suffering apart, since there would only be one state of mind that can be known. Words aren't the things they're describing; they're just words.

no because if a person was happy all the time then they wouldn't be happy at all, because the human brain is wired to experience different things otherwise desensitization kicks in and makes the happiness turn to sadness. But then having felt sad they will know what happiness is again. Its a rollercoaster where you can't just sit at the peak of the height all the time, it needs to go up and down. So happiness could not exist without its counterpart, like light and shadow.

Desensitization is something that happens when you take drugs that end up damaging the receptors. You're right that the natural human brain can't sustain too much happiness indefinitely, but some people are just happier more often than others given their brain physiology.
