I'm just using GIMP.
Select an area, then go to Colors -> Levels, and bring the black and white arrows closer together (exact distance varies depending on the color of the clothing and the lighting).
Then I mess with brightness and contrast until something makes sense. Sometimes it works, often it doesn't.
