Individiually, it's not possible to x-ray through:

1. Padded clothing like bras.

2. Multiple layers of clothing.

Let alone both at the same time, as is the case with the pic you posted. Anything you've seen on the contrary was a fake, not an x-ray.

Ideally, you want:

Thin, tight fitting, light-colored, single layer cloth. With the light source behind the camera.
