So ive been doing regular bubbling effects on pictures for awhile and I'd like to learn how to do them transparent. Although, I only have Gimp 2 bc I couldn't find a trusted link to get photoshop. If anyone could explain to me how to do transparent bubbling that'd be amazing

Well this was a bad example pic because this guy actually put breasts in, id just like to give the illusion of them .
