Basic method is easy -- but only works well on white and light clothing.
Select white area. Blend slightly using gaussing blur (2-3%) is there is any visible pixelation. Go to levels and adjust levels by sliding edgepoints to end of histogram and then adjusting middle point to maximum effect. Then work with brightness/contrast/colors to improve image. Desaturation and darkening filters (including burn, if used carefully) can also enhance the image and rebuild the colors where the filters have removed a lot of data.
