I use GIMP(free download)
>open image
>create visible layer
>(this takes the most skill)
On the new layer use the smudge tool with a hard edge circle brush at 100% hardness to smudge the visible skin across the bikini/underwear and make it look believable
>once you get rid of the bikini/underwear and have a basic shape for the brests and groin area, turn down the hardness and switch to a soft edge circle brush with the smudge tool.
>in conjunction with the smudge tool and also applying darker shades of skin tone, add any necessary shading (between legs, under breasts and anywhere you think it should be darker according to the lighting in the pic)ps:use the dropper to grab the correct skin shade from darker areas on the body instead of guessing with the colour palette.
>Now grab a really dark skin tone with the dropper (but not pure black), switch to normal paint brush mode and turn down opacity to 5%
>using a soft edge circle brush, scale the brush size down to be able to relatively match the detail of the original pic. ex: if the pic is blurry to shit then you dont want to use a fine brush size cause youd make the nipple and areola more detailed than the original pic.
>carefully draw in the nipple first, paying attention to shading and where the light may be hitting it from, then follow with the areola.
>apply a Gaussian Blur filter to the layer you just worked on (set it so you just arent able to see any of your shoddy work)
>tone the contrast of the layer so it stands out from the original pic, but not too extreme, just enough to make it noticable
>turn down the layers opacity
>use the eraser tool and hard-edge brush to make "bubbles in the layer" as with normal bubbling, keep the clothing underneath your new layer.
>reset the new layers opacity to 100%
and you're done!

If your good enough, then also take into account any inherent "gravitational" effect that would act on the breasts if there were to be no bikini or bra supporting them ex: boobs sag downward more outside of a bra or bikini, or if the chick is laying on her side the boobs should both appear to be affected by gravity.
