For you photoshop bubblers:
1. Use 'Liquify' to shrink the swimsuit.
2. Paint over the swimsuit with the model's skin color.
2. Use a partially-transparent layer for the bubbles.
3. Blur that layer.
Notice the bubble layer was Gaussian Blur'd and set to Luminosity with 100% Opacity and 100% Fill.
The swimsuit got shrinked as hell with the 'Liquify' filter tool and painted over on another layer with her skin color.
The straps of her bikini over her shoulders were removed with Clone Stamp Tool.

First I opened the photo in photoshop and used 'liquify' and 'clone stamp' to remove the bikini as much as possible as per >>14048170 instructions.
Then I used http://bikinibubble.com/ and copied the result into a new layer.
I then used the magic wand tool to just get the bubbles onto a layer and layered it over top the liquified/clone stamped image.
Then I set the opacity of the bubble layer to about 60% and gaussian blurred it.
