Oh yeah i forgot they're making it so you need to verify or they hold your items for 3 days.

Also not sure about italy but here in Aus we have to show ID to set up a sim card. Try some black market site i saw sims on there once.

Yep that's exactly why I need them. Steam requires this kind of verification and I would be very grateful if You guys could give me any examples (except the us/russia) without the use of darknet, etc.

Even in Italy when you buy a SIM you have to show your Id card, so I don't think it will be easy to buy sims in bulk in legal ways
