We are the tribe of Rog, a early-bronze era-level human civilization.
54 years ago the shamans lost their connection to the Gods and with that their magical powers. Our tribe settled at the ocean's coast and developed, colonising nearby areas, increasing our population and advancing in technology and wealth.
Notable things that have happened - we slew a Water Dragon, peacefully took over a goblin mining community, welcomed and peacefully settled a demon warband on our lands and discovered a neighbouring human tribe that we are trading with.
The last news we heard were of a foreigner arriving in the town Kulargar. He calls himself a priest and is able to cast magical spells without the aid of artefacts(the only way our shamans are able to perform magic these days) - he says he has come to spread the word of the Gods.

No it's a mixed system of civ and factions. If you're not part of a faction then you just process our civ. If you have a faction you can work together with other factions to get things done.
For example my faction was able to explore and settle on the island. If you make a faction I could help you along the way if you help me.

Would it be cool if I made a mercantile faction near Cape Bullhorn? I was thinking something like Dwarven sailors who instead of actually producing goods, they are just master merchants. So here's the faction and magic rules. I'll put them in a pastebin.
FACTION RULES
You can choose to just be a voice from the tribe, a nameless clan chief or such, which will let you to vote on all issues however you want, the classic civ-style.
You can also put on a name and craete a faction. Factions must abide by a couple of simple rules.
If your faction hails from outside our civilization, it must be accepted into it by vote.
If your faction is native to our civilization(any of its races) you are limited to whatever knowledge, equipment and technology we have at the present.
When creating a faction, give me a text that describes it nicely - if it doesn't break canon, you get the green light from me.
There is one stat you need to write down and update - your assets.
An example clan's assets can be
>Medium amount of farmland; large cow herds;the village of Bullhorn; the great warrior, Bikk
This system is made to allow RP between factions as well as interactions - several factions worked together to found the village of Nayte, for instance. This way we get actions that are independent from the main civ's for the turn.
Now, here's the thing - if you want your faction to do something during a turn, you have to focus your efforts on that, so you don't get to participate in the general vote(Food production, culture, construction etc.). So every turn you must choose if you want to influence the civilization itself or focus on your own tasks, maybe working together with other factions - or against them!
MAGIC RULES
Every race has a natural level of magical strength. That serves as a multiplier, essentially.
Magic does not come from nothing, it needs fuel - either honest prayer, sacrifice or an artefact(potions, magic items and such, which store a set amount of magical fuel). Magical power can also be granted from one being to another - the method by which the shamans of old performed their spells was sacrificing living beings to the elements and recieving their magic in return.
A being's natural magic power amplifies the effectiveness of magic fuel - it is possible for humans to pray to another human, giving him magic power, but that same amount of prayer would be more effective on a deity. Same goes for sacrifices. That is why the traditional way is mutually beneficial and efficient - let's say10 units of magic fuel can only give a human 3 magic power. They can give a demon(stronger magical affinity by nature) 6 magic power, a magic being(like Wave) 8 magic power and a proper God - 10.
Therefore the way of the Gods is to promise power, get sacrifice or prayer and return a portion of what was gained.
Still, nothing is stopping a human from seeking magical power for himself without a God's help - you can use it however you want that way.
One last thing - magic requires fuel and skill that is taught.

Currently each of the three communities is ruled separately - the demons are led by one named Fernius, the goblins are represented by a workers union and the humans are led by a chieftain. Any clan leader can become chieftain. Every spring there is a Contest, at which those who wish to take the place compete against each other and the current chieftain(if there is one that they wish to replace) to determine who deserves to wear the Dragonbone crown.

So here goes:
The Steenbaard Council is a group of mercantile-minded citizens who thrive on refining goods (jewelry, columns, fine furniture etc) and sell it to the richer inhabitants of Rog. However, their next talent is the uncanny ability to harness the wind and sea to their benefit and therefore are known to be shrewd yet master merchants. The system of worship among the Steenbaards is a sort of idolatry in the natural world around them and have deified these natural occurrences. Everything from the sea, to fertility, to the North Wind and so on. Having established their own independent society on the far northern tip of Cape Bullhorn, they strive for grand riches and a economical utopia.
The natural features of Steenbaards are that they are very tall but strangely appear stocky at the same time, never skinny but never obese they are usually muscular in body type. Hair variants are bright red to a dark brown and usually have brown or blue eyes. Some of the lower class citizens have fishing boats or a small crew of five if they are a captain while the richer citizens can command fleets and armies and house untold riches. In this society, wealth translates to influence.
Assets: Long sea coast for fishing, small village of makeshift huts, amalgamation of sea-faring vessels.

A very small number of goblins and their demon associates who deal with any goblin who have the thought of rebellion or independence by turning them into sacrifices for shamans. They mostly act in secret and their long term objective is to become a legitimate institution.

Good, but on the talents, it can easily fit with our civ's knowledge of the Gods
Back in the day, shamans would commune with the elemental gods - Storm, Flame, Wind, Earth, Water, Light, Darkness and Ice.
Your clan could have a line of shamans that worship Wind, Water and maybe Storm.
Now, I get that a lot of people want to be merchants and merchant-minded clans, but keep in mind our current population, territory and technological level. A very small percentage of the population can realistically sustain itself purely on trade, the economy is focused on producing stuff.
That's sort of a personal feeling of mine desu, it's like the saying too many chieftains and not enough indians, it's related to the modern-day economy as well, I want to see people making actual products or at least providing services and have trade be something that links producers and consumers together, not the center of the economy. Trade has such a spot in most people's minds because it is more romanticized, in a way, but it's the farmers, artisans, miners, fishermen and builders who actually make an economy.
Now, as our civilization advances and we discover more nations, trade can play a larger role.
This is mostly me expressing my opinion. In my job I sometimes make deliveries to the beer factory of my city - the area is in use by various companies nowadays, but none of them are producing anything, just importing goods from elsewhere, which makes me REEEEEE every time.

The Godric Clan from it's start were hunters, liking how they lived until farming become a new things.
They were mostly farmers on the mainland, but when land was discover at sea the leader of the clan Tor moved the clan to the island. Their they farmed the fertile soil, started mining it's metals. Some of the clan took up fishing and build a small port on the island.
As time past and the village grew a new place was settle since the island was becoming overpopulation. The clan also got a trading port put on the island so their traded with the other tribe while at the same time fell in love.
The Clan for the most part like to train when not working, so everyone has some knowledge of weapons

The human clans gathered in Dragonstomb. A large boulder was brought and shaped to become the Lawstone - on it are written the laws of our people, crimes and their punishment, how we are governed.
The mysterious priest has settled down in Kulargar and begun preaching the word of his Gods. He appears to be able to cast magic spells, the likes of which no shaman has ever seen, without the aid of any artefact or sacrifice, which he uses as proof of the power of those Gods he speaks of.

Well it makes sense to put down everything.
The clan makes most of its money to survive by planting the ingredients to make potions to sell to others/explorers. Malt's great grand father found the tomes while farming, and slowly over the years learned a few spells that lets him raise enough money to buy his own land and start his clan. Many of Malt's elders died at the last big battle, leaving the clan with a fraction of it's shamanistic power.
With Malt's leadership, the clan moved and created a new village to the east. A new village that lacks amenities but space for limitless expansion.
The clan's back bone are their shamans and alchemists.

Twice now, we have had poor luck when trying to explore the western forest and the lake - our people mutter that it must be haunted by dark spirits, or complain that our armour is not sufficient. I would be very glad if another human faction would join us next turn on a joint expedition.

The original demon warband came in from the west. They number 500 and are led by a big guy named Fernius. Demons have strong bodies and strong magic affinity, but they can not naturally reproduce and were never on good terms with any of the old gods, which makes them rely on sacrifice and artefacts to power their spells. A demon is made, not born - a mortal signs the pact with a demon and drinks from their blood. If they survive they transform into a demon over the next 48 hours. Pacts only work given consent - free will and self-determination is something that demons value a lot and covet - they don't like being ordered around to do something they don't want to. Demons have long lifespans and could possibly live forever, but usually die of violent causes, quite commonly from fighting another demon.
Fernius is strong, wise and charismatic and has led this demon warband for 30 years now. They've roamed the lands and grown their numbers over time. Under his leadership infighting is no longer a cause of death, only injuries and hurt feelings.
Demons are strong and make good builders, craftsmen and laborers. In this warband about half of the demons focus on fighting and training most of the time, while the other half is more peaceful and has contributed to our economy, building strong stone houses for the warband in Dragonstomb. Demons make poor farmers, hunters and fishermen for some reason.
I have two ideas for a demon faction

Faction Name: The Free Masons
Ever since moving to dragons tomb they've been able to focus on their crafts easily and contribute and bring wealth to the demons with their creations. Their on good terms with the night stalker clan and some of the goblins including the clan which is now known as the demonic league, however they've been facing opposition from some of the other clans in the village. Many in particular love the art of smithing and architecture.

We've traded with the Kulargar to get a stockpile of marble for our finest masons to use. We haven't found any deposits of marble within our current domains yet, though there could be more hidden riches underground that we've yet to discover.
We've expanded the defences of our settlement. With the help of the demonic masons, Dragonstomb is now defended by proper stone walls! All the other settlements have nice wooden walls, with towers and gates.
The demon masons have used the marble we bought to expand the fighting pits, building a nice arena, with a flat central area that is covered in smooth sand(that helps absorb the blood) and two levels for spectators that surround the fighting pit. There's underground chambers in which weapons are stored and fighters can rest and train.
This is without a doubt the most impressive building we've ever created, visitors from the Kulargi tribe are truly impressed.
The Kulargi seem to be very distrustful of the demons though. They were skeptical when they first met them, but had no previous knowledge of them. Even though the demon community hasn't really done anything particulary strange, the Kulargi have not only not gotten more used to them, they've become even more wary. Maybe it's that priest? His popularity is rising, many in the tribe have accepted his faith in the last 4 years.

Clan Erden
Long before the Great Storm shamans of clan Erden utilised earth elements to better agriculture, and even more than other shamans they felt great affection to the earth and all the beings that dwelled on it. But after the Great Storm they found them self cut off from their magic and the elements they fell into disarray. Those couple of years after the Great Storm were trully dark for clan Erden, they lost all their prestige they built trought the years, almsot all posesions they owned and almost turned to begging to survive. But then in the darkest hour of clan Erden the youngest son of the clans former leader Ulrich rose up and took over the clan leadership. He said that he still feels the connection to the earth and that the connection stayed in the hearths of mebers of clan Erden. He promised to make clan Erden great again! He took a loan from clan Goy and bought farms from other clans and viliagers. Connecrion to earth and the creatures that dweled on it still ran strong trough the veins of clan Erden. Will clan Erden retake its place in society or will it perish and be forgoten in the tides of time.

Oh yeah the Fluff, due to old age Tor of Godric passed on his dream of being a clan and leading the clan to his son Wolfe.
He was born on the island the clan settled on, and grew to know the values of farming, fishing, mining, and fishing. All from being on the island.

We've given a dozen reliable men the training, equipment and authority, granted by the chieftain, to be enforcers of the law (SUGGEST SOME NAMES FO THESE DUDES). I might be consistently late, but I think my faction could have interesting impact on the plot that civ bulgar could utilize.
I want to create "The Knights of Solomon"
The basic fluff is that a few clans that have historically contributed many great chiefs and were close to the god of dark decide that demons must be a creation of the god of dark in order to fight the degeneracy of the lesser elements. Their general belief is that the god of dark created all sapient beings, but others were turned astray by the other elements. In an attempt to save his creations, he created the demons to act of their own will, uncorrupted by worship of incapable deities. They elect a leader, who all will be named after the first man to welcome the demons: Solomon. They act to ensure that the demons are protected within society so long as their actions are in line with the dark god, and make efforts to convert others to dedicating their lives to the dark god. While many demons find the cult's faith silly, some who have embraced the culture of the Rog tribe are moved by the sermons and help them act from the shadows. Many have taken to call them crusaders, because of the fervor of their sermons and dedication to their causes.
They number around 110 humans, and 30 demons.
Assets include loyal demons, faithful berserker-like warriors, and wise clan leaders, as well as a small amount of farmland from the founding clans.
They are stationed mostly in Dragonstomb, but have small sects throughout the lands.

Okay, so here's revised stats for balance.
>Pantheon side:5000 humans(of all kinds) + Wave + Priest + most of the settlements
>Demon side:620 demons, 700 humans + Fortified town of Nayte + large alchemical store
>Neutral side:700 goblins, 800 humans + most of the southern farmlands and mines
Dragonstomb will be heavily disputed.
Both sides can search for other nations to call to their aid.

So, to make sure we understand the potential of an individual demon, the smallest of them is about 6'2", they're all vastly stronger than humans, and have an affinity for magic, fueled by the blood of various sentient creatures, right? With human blood being roughly equivalent to that of a large deer?
Further, seeing as all the PC demon factions are smallish, how are we to assume the ordering of the demons as a whole is being conducted? Are we temporarily controlling Fernius, or did our factions rise to prominence in the tensions?

I think you misinterpreted that, we use blood to juice us up. The more we kill the more is spilled. We can use that to juice us up more if a battle is very long.
Wave would happily help you relocate if you were willing to leave. She would love a peaceful solution.
To use blood as sacrifice, you need a live captive(or at least a recently deceased and mostly intact one) that you must commit to turning into magic fuel(not an instant process)
In a battle with magic, the two sides would have to stock up beforehand. The winner can take prisoners to sacrifice if they wish.
A potential tactic would be to capture civilians for sacrifice.

A warrior faction that has recently risen out of the fighting pits of DragonsTomb. They based their base on the tip of bull coast and own most of the lands there. They believe in the war god stoman which they renamed Mars. They own a new type of metal called iron. They can't make anymore and only have a small amount of iron weapons. They are armoured in mostly bronze armour and carry large rectangular shields. They train everyday in their hold in the bulls coast. The soldiers when off duty are farmers and herdsmen.

I Do believe that demons must not be allowed to spread as they wish, their individualism and will for personal freedom above all other values such as sacrifice has a greater potential to doom us in the future than a small war.

When the war thread starts(in around 2 hours, I'll have some courier work to finish inbetween) every faction will have to declare itself to either one of the two sides or stay neutral for the time being.
It is quite possible that the netural factions(Mostly goblins at the moment) will decide the outcome of the war.
Logically, if you are a warrior's faction, your decision makes sense.
We've only learned of the Pantheon just now and have yet to be taught the words of the New Gods, so you're probably not the most religious at present. Clans like yours will be sought-after allies and you can market yourself to the highest bidder.

You pursue all work of artisanship instead of being farmer which we need much more than other things.
You solely eat meat, which is hard to produce and harder to live off of.
