You can do it much faster and easier with a desktop/laptop computer if you know a little bit about computing. You can create a batch file to change your IP for you with two mouse clicks. If you really want to you can set it up to automatically change/refresh your IP at given intervals.

Whether you are using a phone or PC, your ISP is only going to assign you so many IP addresses before they start asking questions. They don't have unlimited numbers to assign you. Eventually if a person keeps getting banned then mods will rangeban your entire ISP, which could lead to your ISP taking action against you in some jurisdictions.

Use a proxy from a different IP. Also not sure alll mods have the power to range ban. That might be admin only and used only for the very worst case scenarios. You can't range ban too much or you start killing off your userbase.
