You can argue that "reaction images" fall under the heading of "image macro," considering the etymology of the term, and as such ARE against the rules.
But nobody follows the rules anyway, if they're "having fun." Not the users nor the mods. So, even if it were expanded and explained with new wording, it would not be enforced.

Some people can't express themselves without le wacky cartoon face. Avatarfagging is explicitly against the rules because it's annoying and precocious. Reaction images are in the same vein. Just because you don't use the same character twice in a row doesn't mean you aren't a faggot.
