Your IP is not going to come from a different region unless you physically move to a place outside the range of those towers which are linked up to the given exchange. Bypassing a region ban on a mobile device on 3G/etc. mobile data is exactly the same as bypassing a region ban with a desktop computer. You cannot get your ISP to provide you an IP outside of your current exchange region. It doesn't work like that.
