I keep getting assigned the IP used by one of the guys who spams boards with the "how can white boys even compete" threads and porn.

He's starting to get entire IPv4 range bans but who ever did it did not get all the addresses in his range. The ISP he is using rotates IPv4 addresses very rapidly and uses IPv6. He may not actually be skilled enough to hide well via proxies and just resumes posting everytime the IPv4 address rotates. It looks like he is just burning through all the IP addresses his residential connection can be assigned.

I don't have enough info to work out his identity but I'm pretty sure I know which city and ISP. Do mods ever file complaints with ISPs against long term spammers? Theoretically I might be able to file complaints with the ISP that I can no longer reliably access social media due to that customer using his connection to spam websites. But that would only work if websites targeted by him had already complained.

It's a pretty small ISP, nothing like the large American ones. Once I had an issue with routing to a game server going through a US ISP with connectivity issues, they actually fixed when I showed it to them via support tickets.
