The site was already flooded with normalfags during the 2007 and 2008 era of Exploding Vans and the subsequent aftermath. The site demography dynamically changed from that point and there really is no way to undo what is has ultimately led to.
Unless Hiro removes every board that was created after the end of 2004 and essentially brings the boards back to that state, including /l/, the environment simply no longer exists for 4chan to by anything but a mainstream hub, the Twitter of imageboards, if you will.
Hiro isn't going to make any such drastic changes because it would be fucking stupid to take actions to cull your userbase and essentially cripple the profitability of the site. 4chan is a product, after all.
The cat has long since left the bag and it isn't going back in there alive.
