Best way is to do it via community, so generals for example, people will then post it as the general go along
If you're trying to force a pepe like meme you have to wait for an opportunity, something rare, somthing what will make your post stand out, so I joke alongside your picture or explaining how the picture relates to the event or simple just using it as a reaction img and hope people save the picture
Paste a pokemon in the picture and post it everyday for a few weeks on /vp/

It's a rough business, and for every artisan meme you craft in your meme bakery, some cocksucker at 9gag has a picture of a duck or some shit that a million different Johnny No-Names will attach a milion different captions to.
