Why is global rule number 3. never enforced in /pol/ ?

It's more of a blanket rule to cover shitposting, hence it listing so many various things. With so much shitposting on /pol/ they could take down 90% of the board with enforcement of rule #3, just like /v/ or /tv/ and probably a few other boards.
It might be more accurate to say "be racist in an entertaining way".

With a few exceptions, 4chan rules aren't "do this and you're fucked" but rather "do this at your own risk". That is to say, racism isn't banned if it's mild, but if a thread gets out of control, the mods can nuke it and you have no right to complain because you were warned. This kind of moderation has its costs, but also benefits.
