/ob/ would be Old /b/. Captcha-less posting. Legacy timers. Rules 4,10,11,13,15 are not enforced.
/vb/ will be like /b/ but with no porn or gore. This would get the shit posters off of /v/ who treat it like /b/. Besides having a work safe version of /b/ could be nice.
